The acceptance and rejection of the offer of increase in hours of work is dependent on mutual agreement between the employer and the employee. The employee has obtained assistance from the union and the union is backing him up in this case. During the negotiations between the union and the company the company has said that the increase in number of hours cannot be changed because it is for a specific period of time. As an arbitrator I would have provided a solution that is best in the interest of the company as well as the employee. First I would have negotiated with the employee that the extra hours are essential for the growth of the company and in turn it would even benefit the employee in the long run as these extra hours would add to the productivity of the organization and would help in the growth of the organization which will eventually help the employee. On the other hand I would have negotiated with the employers for additional benefits in the short run and in the long run for the employee. In the short run I would have asked the employers to not only pay the per hour rate to the employee, I would have asked the employer to increase the per hour rate for each extra hour worked by the employee. Secondly, I would have asked the employers to provide him certain bonus or promotion.

Abraham Lincoln Essay Poetry is written to be heard the way a song is meant to be sung. Poetry has been around for ages and enjoyed from children to adults alike. Poetry is not just words on paper that imparts data; it is much more than that. Poetry is an art form that in order to be fully understood, one has to be able to analyze read between the lines. Analyzing poetry can be a daunting task. One may have to read the poem several times with a dictionary handy, just to get an idea what the poem is about. Some poems are made of elaborate statements while only using as few words as possible. The beauty of poetry is being able to visualize what the writer is trying to communicate to the reader and putting it into their own words and scenario. â€Å"My Papa’s Waltz,† by Theodore Roethke can be interpreted in many ways. At first, it can be construed as a child writing about his alcoholic father and the pain that was inflicted on the small boy by the father’s actions. After rereading the poem, the reader can actually see that the father is frolicking about with his son, he may have had a little too much to drink, but that does not depict alcoholism nor abuse. Roethke was shattered when his father died suddenly of a heart attack, when the young man was only fifteen years old. This poem shows him reminiscing about the good times he had with father. â€Å"White Lies,† by Natasha Tretheway is a touching poem about a young girl dealing with her skin color and trying to find acceptance in a judgmental world. A reader can feel the little girl’s pain, loneliness, shame, and fear as the poem is read. Tretheway mentions colors several times in the poem, which alerts the reader on the importance of color throughout. â€Å"I could easily tell the white folk/that we lived uptown, / not in that pink and green/ shanty-fied shotgun section/ along the tracks.† (7-11) for a little girl to feel so ashamed of whom she is and where she came from is heartbreaking and Tretheway put it into perfect detail. â€Å"My Childhood-Home I See Again,† by Abraham Lincoln is a two-part poem that  deals with the issue of memory and having a sense of ourselves in relation to the past. Lincoln used descriptive words to pull the reader into his life and see what it was like for him to grow up. Lincoln wrote the poem after visiting his home of Pigeon Creek, Indiana in 1844. Twelve years after the poem was written, Abraham Lincoln was elected the sixteenth president of the United Sates. Poetry can tell a story about many things. The poet has a story to tell. How the reader interrupts that story is up to them. The reader may not get out of the poem what the poet put into it. Brave New World - Summary Essay -- essays research papers

Basic Plot: This novel takes place in the year 632 A.F. The government controls the population of Utopia, there are only test tube births and an artificial process for multiplying the embryos. Marriage is forbidden. There are ten World Controllers; these people control the government and all of their plans. In the very beginning there are students being given a guided party line tour through the London Hatcheries. Two employees that work there are Henry Foster and Lenina Crowne, they have been dating each other too much and are discouraged by the state. So Lenina’s best friend, Fanny, picks on her because of this. Lenina then meets Bernard Marx, and grows to like him so much that she agrees to go on a vacation with him to a New Mexican Savage Reservation. This is a place where people are sent to if they do not abide to the laws of the Utopian world. This is where problems begin to happen and the Director of Hatcheries, Tomakin, threatens exile to Marx if he does not mend his ways, for he has become very out spoken. While at this reservation Lenina and Bernard meet a savage, John, and his mother Linda. From talking to John and Linda, Bernard pieces together their past. He finds out that Linda traveled to the Reservation with Tomakin years ago and became pregnant; therefore Tomakin left her at the reservation never to see her again. Linda gave birth, to John, therefore breaking a law and never being permitted to enter Utopia again. Bernard and Lenina brought Linda and John back to Utopia with the permission of one of the World Controllers. When they arrive home Bernard finds out that the Directors o Hatcheries is about to exile him, then which Marx produces John and Linda that greet him as son and wife. Tomakin then resigned in disgrace. Bernard and a friend, Helmholtz Watson, help to adjust John to Utopia, and spend each day showing off Utopia to him. John becomes more disgusted and appalled with each passing day. Mean while, Lenina has become infatuated with John and made sexual advances toward him, and this ruins his image of her as an object of worship, so he spurns her. Soon his mother died and John went berserk and tried to lecture the Utopians back to sanity. A riot takes place and Bernard and Helmholtz are exiled, but John is ordered to stay behind. John is determined to escape Utopia and flees to a deserted spot outside London. But Utopia come... ... book I felt both shock and disappointment. The ending shocked me, but I have to say that it was my favorite part of the book and I really don’t care for any other parts of the book. I was disappointed that the book ended like that and so suddenly. Also I was sort of hoping and thinking that there would have been a happy ending, where both John and Lenina ended up together, or that the Utopians would of changed their ways of life. I would recommend this book to someone whom likes to read science fiction books about the future, because this book could be a possibility of how the future will be. Also a science fiction book like this would be enjoyed by people who like to read science fiction books because it is a very technical and realistic novel, written by a descriptive author. In the year of 1932 quite a lot was beginning to take place nationally and around the world. In the U.S. Franklin D. Roosevelt had just been elected the Presidential Office. The open-air theater opened with ‘Merrie England’. And over in Germany the beginning of Nazis was starting to take action, with Adolf Hitler as their leader. This is just a few events that were taking place during the year of 1932.

Challenges in HRM Essay

The main purpose of this article is to define the five major challenges in HRM. With the constant employee demands and constant negative consequences for employees, there has always been a need to satisfy them and provide them with benefits. HRM or human resource management is what looks into these types of issues and it focus on managing them efficiently and appropriately. The goal of this process addresses the most beneficial way to support employees while achieving results. Due to that reason, specific things need to be thought about thoroughly and plans must be made to asses those things. With this always comes challenges and in an article posted on Forbes, five of these challenges are put into perspective and they are explained with an enough detail to understand the reasons for focusing on theses specific issues. The key question that the author (s) is addressing is What it takes to be a good Leader and what are the top challenges for HRM to develop those leaders. Leadership skills are very important in today’s society and in every business. Being a leader is in itself a challenge. The most important information in this article is: Developing and retaining the best leaders is going to be one of the most important roles for Human Resources. The HR department has a clear role in this process and what it takes to determine the success of the organization. The main point(s) of view presented in this article are the challenges in HRM. The first two challenges are the investment in leadership development and to create a culture of collaboration. The reason for investing in leadership development is because it helps the best employees attain those necessary attributes to become a good leader. Some of these training includes something like a worthy education program through universities. Although this type of training might end up being expensive, the results of this investment are more beneficial than anything else. Helping the employees achieve their potential has a leader creates more leaders with improved skills and capabilities. Next challenge that is addressed is the need for a culture within the workplace that is based on collaboration. Individual improvement is not sufficient enough to have a successful group of employees. Building a need for collaboration will help  those leaders work with other employees in a more efficient man ner. Collaboration can help a group of workers to do things as a unit and preferably reap better results. These are just two of the challenges in human resource managing that should be focused on in a business that will eventually lead to a better functioning staff. Managing these matters in the best way for the company is necessary and a significant part of HRM. The next two challenges presented in HRM are developing communicating skills and accountability. Having leaders and employees with good communication skills is a must and training should be given to those who lack in the skill. Without proper communication a team bond is harder to form and trust will also be hard to achieve. Leaders that have good communicating skills are able to build this type of unity in a group of workers which may help improve productivity from everyone. It is also a good thing to make sure that the standard for this type of skill is high. Employees, especially leaders, should always be looking for constant ways to improve how they communicate with other co-workers. The key concept we need to understand in this article is that: Leadership constantly presents challenges both to the leader’s abilities and to a person. Things change, change brings challenge, and no matter how good a leader, they can’t stop that from happening. How leaders handles those challenges will define them as a leader and have a great deal to do with how effective they can be. Some challenges come in the form of people or problems that present obstacles to reaching a goal. Far more come from within the leader itself, or from the situation of simply being a leader. Every leader must face many of those challenges and learn to deal with them in some way. Be a responsible rider. WEAR THE RIGHT GEAR When you ride, your gear is â€Å"right† if it protects you. In any crash, you have a far better chance of avoiding serious injury if you wear: †¢ An approved helmet. †¢ Face or eye protection. †¢ Protective clothing. Crashes can occur — particularly among untrained, beginning riders. And one out of every five motorcycle crashes results in head or neck injuries. Head injuries are just as severe as neck injuries — and far more common. Crash analyses show that head and neck injuries account for a majority of serious and fatal injuries to motorcyclists. Research also shows that, with few exceptions, head and neck injuries are reduced by properly wearing an approved helmet. Some riders don’t wear helmets because they think helmets will limit their view to the sides. Others wear helmets only on long trips or when riding at high speeds. Here are some facts to consider: WEAR THE RIGHT GEAR HELMET USE †¢ An approved helmet lets you see as far to the sides as necessary. A study of more than 900 motorcycle crashes, where 40% of the riders wore helmets, did not find even one case in which a helmet kept a rider from spotting danger. †¢ Most crashes happen on short trips (less than five miles long), just a few minutes after starting out. †¢ Most riders are riding slower than 30 mph when a crash occurs. At these speeds, helmets can cut both the number and the severity of head injuries by half. No matter what the speed, helmeted riders are three times more likely to survive head injuries than those not wearing helmets at the time of the crash. There are two primary types of helmets, providing two different levels of coverage: three-quarter and full face. Whichever style you choose, you can get the most protection by making sure that the helmet: HELMET SELECTION 4 HELMETS HELMET USE †¢ Meets U. S. Department of Transportation (DOT) and state standards. Helmets with a label from the Snell Memorial Foundation give you an added assurance of quality. †¢ Fits snugly, all the way around. †¢ Has no obvious defects such as cracks, loose padding or frayed straps. Whatever helmet you decide on, keep it securely fastened on your head when you ride. Otherwise, if you are involved in a crash, it’s likely to fly off your head before it gets a chance to protect you. A plastic shatter-resistant faceshield can help protect your whole face in a crash. It also protects you from wind, dust, dirt, rain, insects and pebbles thrown up from cars ahead. These problems are distracting and can be painful. If you have to deal with them, you can’t devote your full attention to the road. EYE AND FACE PROTECTION Goggles protect your eyes, though they won’t protect the rest of your face like a faceshield does. A windshield is not a substitute for a faceshield or goggles. Most windshields will not protect your eyes from the wind. Neither will eyeglasses or sunglasses. Glasses won’t keep your eyes from watering, and they might blow off when you turn your head while riding. To be effective, eye or faceshield protection must: †¢ Be free of scratches. †¢ Be resistant to penetration. †¢ Give a clear view to either side. †¢ Fasten securely, so it does not blow off. †¢ Permit air to pass through, to reduce fogging. †¢ Permit enough room for eyeglasses or sunglasses, if needed. Tinted eye protection should not be worn at night or any other time when little light is available. EYE AND FACE PROTECTION 5 The right clothing protects you in a collision. It also provides comfort, as well as protection from heat, cold, debris and hot and moving parts of the motorcycle. Jacket and pants should cover arms and legs completely. They should fit snugly enough to keep from flapping in the wind, yet loosely enough to move freely. Leather offers the most protection. Sturdy synthetic material provides a lot of protection as well. Wear a jacket even in warm weather to prevent dehydration. Many are designed to protect without getting you overheated, even on summer days. †¢ Boots or shoes should be high and sturdy enough to cover your ankles and give them support. Soles should be made of hard, durable, slip-resistant material. Keep heels short so they do not catch on rough surfaces. Tuck in laces so they won’t catch on your motorcycle.   Gloves allow a better grip and help protect your hands in a crash. Your gloves should be made of leather or similar durable material. In cold or wet weather, your clothes should keep you warm and dry, as well as protect you from injury. You cannot control a motorcycle well if you are numb. Riding for long periods in cold weather can cause severe chill and fatigue. A winter jacket should resist wind and fit snugly at the neck, wrists and waist. Good-quality rainsuits designed for motorcycle riding resist tearing apart or ballooning up at high speeds. 6 CLOTHING CLOTHING THE RIGHT MOTORCYCLE There are plenty of things on the highway that can cause you trouble. Your motorcycle should not be one of them. To make sure that your motorcycle won’t let you down: Read the owner’s manual first.   Start with the right motorcycle for you.   Be familiar with the motorcycle controls.   Check the motorcycle before every ride.   Keep it in safe riding condition between rides.   Avoid add-ons and modifications that make your motorcycle harder to handle. KNOW YOUR MOTORCYCLE First, make sure your motorcycle is right for you. It should â€Å"fit† you. Your feet should reach the ground while you are seated on the motorcycle. THE RIGHT MOTORCYCLE FOR YOU 1 A plastic shatter-resistant face shield: A. Is not necessary if you have a windshield. B. Only protects your eyes. C. Helps protect your whole face. D. Does not protect your face as well as goggles. Test Yourself Answer – page 40 At minimum, your street-legal motorcycle should have:   Front and rear brakes.   Turn signals.   Horn. Two mirrors. Headlight, taillight and brakelight. are licensed and know how to ride before allowing them out into traffic. No matter how experienced you may be, ride extra carefully on any motorcycle that’s new or unfamiliar to you. More than half of all crashes occur on motorcycles ridden by the operator for less than six months. KNOW YOUR MOTORCYCLE Borrowers and lenders of motorcycles, beware. Crashes are fairly common among beginning riders — especially in the first months of riding. Riding an unfamiliar motorcycle adds to the problem. If you borrow a motorcycle, get familiar with it in a controlled area. And if you lend your motorcycle to friends, make sure they MOTORCYCLE CONTROLS BORROWING AND LENDING Make sure you are completely familiar with the motorcycle before you take it out on the street. Be sure to review the owner’s manual. This is particularly important if you are riding a borrowed motorcycle. If you are going to use an unfamiliar motorcycle: GET FAMILIAR WITH THE MOTORCYCLE CONTROLS Light Switch (high/low) Turn-Signal Switch Ignition Key (varies) Choke (varies) Engine Cut-Off Switch Electric Start Button Horn Button Clutch Lever Speedometer & Odometer Throttle Front Brake Lever Tachometer (if equipped) Rear Brake Pedal Kick Starter (if equipped) Gear-Change Lever. Fuel Supply Valve (if equipped) 7   Make all the checks you would on your own motorcycle. Find out where everything is, particularly the turn signals, horn, headlight switch, fuel-supply valve and engine cut-off switch. Find and operate these items without having to look for them.   Know the gear pattern. Work the throttle, clutch and brakes a few times before you start riding. All controls react a little differently. Ride very cautiously and be aware of surroundings. Accelerate gently, take turns more slowly and leave extra room for stopping. A motorcycle needs more frequent attention than a car. A minor technical failure in a car seldom leads to anything more than an inconvenience for the driver. If something’s wrong with the motorcycle, you’ll want to find out about it before you get in traffic. Make a complete check of your motorcycle before every ride. Before mounting the motorcycle, make the following checks: Tires — Check the air pressure, general wear and tread. †¢ Fluids — Oil and fluid levels. At a minimum, check hydraulic fluids and coolants weekly. Look under the motorcycle for signs of an oil or gas leak.   Headlights and Taillight — Check them both. Test your switch to make sure both high and low beams are working.   Turn Signals — Turn on both right and left turn signals. Make sure all lights are working properly. CHECK YOUR MOTORCYCLE Brake Light — Try both brake controls, and make sure each one turns on the brake light. Once you have mounted the motorcycle, complete the following checks before starting out:   Clutch and Throttle — Make sure they work smoothly. The throttle should snap back when you let go. The clutch should feel tight and smooth. Mirrors — Clean and adjust both mirrors before starting. It’s difficult to ride with one hand while you try to adjust a mirror. Adjust each mirror so you can see the lane behind and as much as possible of the lane next to you. When properly adjusted, a mirror may show the edge of your arm or shoulder—but it’s the road behind and to the side that’s most important.   Brakes — Try the front and rear brake levers one at a time. Make sure each one feels firm and holds the motorcycle when the brake is fully applied.   Horn — Try the horn. Make sure it works. In addition to the checks you should make before every trip, check the following items at least once a week: Wheels, cables, fasteners and fluid levels. Follow your owner’s manual to get recommendations. 2 More than half of all crashes: A. Occur at speeds greater than 35 mph. B. Happen at night. C. Are caused by worn tires. D. Involve riders who have ridden their motorcycles less than six months. CHECK YOUR MOTORCYCLE Test Yourself Answer – page 40 8 â€Å"Accident† implies an unforeseen event that occurs without anyone’s fault or negligence. Most often in traffic, that is not the case. In fact, most people involved in a crash can usually claim some responsibility for what takes place. Consider a situation where someone decides to try to squeeze through an intersection on a yellow light turning red. Your light turns green. You pull into the intersection without checking for possible latecomers. That is all it takes for the two of you to tangle. It was the driver’s responsibility to stop. And it was your responsibility to look before pulling out. Neither of you held up your end of the deal. Just because someone else is the first to start the chain of events leading to a crash, it doesn’t leave any of us free of responsibility. As a rider you can’t be sure that other operators will see you or yield the right of way. To lessen your chances of a crash occurring: KNOW YOUR RESPONSIBILITIES   Be visible — wear proper clothing, use your headlight, ride in the best lane position to see and be seen.   Communicate your intentions — use the proper signals, brake light and lane position.   Maintain an adequate space cushion — following, being followed, lane sharing, passing and being passed. Scan your path of travel 12 seconds ahead.   Identify and separate multiple hazards. Be prepared to act — remain alert and know how to carry out proper crash-avoidance skills. Blame doesn’t matter when someone is injured in a crash. There is rarely a single cause of any crash. The ability to ride aware, make critical decisions and carry them out separates responsible riders from all the rest. Remember, it is up to you to keep from being the cause of, or an unprepared participant in, any crash. KNOW YOUR RESPONSIBILITIES 9 RIDE WITHIN YOUR ABILITIES This manual cannot teach you how to control direction, speed or balance. That’s something you can learn only through practice. But control begins with knowing your abilities and riding within them, along with knowing and obeying the rules of the road. ASIC VEHICLE CONTROL To control a motorcycle well:   Posture — Sit so you can use your arms to steer the motorcycle rather than to hold yourself up.   Seat — Sit far enough forward so that arms are slightly bent when you hold the handlegrips. Bending your arms permits you to press on the handlebars without having to stretch.   Hands — Hold the handlegrips firmly to keep your grip over rough surfaces. Start with your right wrist flat. This will help you keep from accidentally using HOLDING HANDLEGRIPS RIGHT BODY POSITION BODY POSITION too much throttle. Also, adjust the handlebars so your hands are even with or below your elbows. This permits you to use the proper muscles for precision steering.   Knees — Keep your knees against the gas tank to help you keep your balance as the motorcycle turns. Feet — Keep your feet firmly on the footrests to maintain balance. Don’t drag your feet. If your foot catches on something, you could be injured and it could affect your control of the motorcycle. Keep your feet near the controls so you can get to them fast if needed. Also, don’t let your toes point downward — they may get caught between the road and the footrests. There is more to shifting gears than simply getting the motorcycle to pick up speed smoothly. Learning to use the gears when downshifting, turning or starting on hills is important for safe motorcycle operation. Shift down through the gears with the clutch as you slow or stop. Remain in first gear while you are stopped so that you can move out quickly if you need to. SHIFTING GEARS SHIFTING GEARS WRONG 10 Make certain you are riding slowly enough when you shift into a lower gear. If not, the motorcycle will lurch, and the rear wheel may skid. When riding downhill or shifting into first gear you may need to use the brakes to slow enough before downshifting safely. Work toward a smooth, even clutch release, especially when downshifting. It is best to change gears before entering a turn. However, sometimes shifting while in the turn is necessary. If so, remember to do so smoothly. A sudden change in power to the rear wheel can cause a skid. Your motorcycle has two brakes: one each for the front and rear wheel. Use both of them at the same time. The front brake is more powerful and can provide at least three-quarters of your total stopping power. The front brake is safe to use if you use it properly. Remember: †¢ Use both brakes every time you slow or stop. Using both brakes for even â€Å"normal† stops will permit you to develop the proper habit or skill of using both brakes properly in an emergency. Squeeze the front brake and press down on the rear. Grabbing at the front brake or jamming down on the rear can cause the brakes to lock, resulting in control problems. †¢ If you know the technique, using both brakes in a turn is possible, although it should be done very carefully. When leaning the motorcycle some of the traction is used for cornering. Less traction is available for stopping. A skid can occur if you apply too much brake. Also, using the front brake incorrectly on a slippery surface may be hazardous. Use caution and squeeze the brake lever, never grab.   Some motorcycles have integrated braking systems that activate the front and rear brakes together when applying the rear brake pedal. (Consult the owner’s manual for a detailed explanation on the operation and effective use of these systems. ) Riders often try to take curves or turns too fast. When they can’t hold the turn, they end up crossing into another lane of traffic or going off the road. Or, they overreact and brake too hard, causing a skid and loss of control. Approach turns and curves with caution. Use four steps for better control: SLOW   LOOK PRESS   ROLL   SLOW — Reduce speed before the turn by closing the throttle and, if necessary, applying both brakes.   LOOK — Look through the turn to where you want to go. Turn just your head, not your shoulders, and keep your eyes level with the horizon.   PRESS — To turn, the motorcycle must lean. To lean the motorcycle, press on the handlegrip in the direction of the turn. Press left — lean left — go left. Press right — lean right — go right. Higher speeds and/or tighter turns require the motorcycle to lean more. BRAKING TURNING BRAKING TURNING 11 In normal turns, the rider and the motorcycle should lean together at the same angle. NORMAL TURNS ROLL — Roll on the throttle through the turn to stabilize the suspension. Maintain steady speed or accelerate gradually through the turn. This will help keep the motorcycle stable. 3 When riding, you should: A. Turn your head and shoulders to look through turns. B. Keep your arms straight. C. Keep your knees away from the gas tank. D. Turn just your head and eyes to look where you are going. Test Yourself LANE POSITIONS The best protection you can have is distance — a â€Å"cushion of space† — all around your motorcycle. If someone else makes a mistake, distance permits you: Time to react.   Space to maneuver. In some ways the size of the motorcycle can work to your advantage. Each traffic lane gives a motorcycle three paths of travel, as indicated in the illustration. Your lane position should: Increase your ability to see and be seen.   Avoid others’ blind spots.   Avoid surface hazards. Protect your lane from other drivers. Communicate your intentions.   Avoid wind blast from other vehicles.   Provide an escape route. Select the appropriate path to maximize your space cushion and make yourself more easily seen by others on the road. KEEPING YOUR DISTANCE Answer – page 40 LANE POSITIONS In slow tight turns, counterbalance by leaning the motorcycle only and keeping your body straight. SLOW, TIGHT TURNS 12 LANE POSITIONS In general, there is no single best position for riders to be seen and to maintain a space cushion around the motorcycle. No portion of the lane need be avoided — including the center. Position yourself in the portion of the lane where you are most likely to be seen and you can maintain a space cushion around you. Change position as traffic situations change. Ride in path 2 or 3 if vehicles and other potential problems are on your left only. Remain in path 1 or 2 if hazards are on your right only. If vehicles are being operated on both sides of you, the center of the lane, path 2, is usually your best option. The oily strip in the center portion that collects drippings from cars is usually no more than two feet wide. Unless the road is wet, the average center strip permits adequate traction to ride on safely. You can operate to the left or right of the grease strip and still be within the center portion of the traffic lane. Avoid riding on big buildups of oil and grease usually found at busy intersections or toll booths. â€Å"Following too closely† could be a factor in crashes involving motorcyclists. In traffic, motorcycles need as much distance to stop as cars. Normally, a minimum of two seconds distance should be maintained behind the vehicle ahead. To gauge your following distance:   Pick out a marker, such as a pavement marking or lamppost, on or near the road ahead.   When the rear bumper of the vehicle ahead passes the marker, count off the seconds: â€Å"onethousand-one, one-thousand-two. † If you reach the marker before you reach â€Å"two,† you are following too closely. A two-second following distance leaves a minimum amount of space to stop or swerve if the driver ahead stops suddenly. It also permits a better view of potholes and other hazards in the road. A larger cushion of space is needed if your motorcycle will take longer than normal to stop. If the FOLLOWING ANOTHER VEHICLE FOLLOWING 13 FOLLOWING pavement is slippery, if you cannot see through the vehicle ahead, or if traffic is heavy and someone may squeeze in front of you, open up a three-second or more following distance. Keep well behind the vehicle ahead even when you are stopped. This will make it easier to get out of the way if someone bears down on you from behind. It will also give you a cushion of space if the vehicle ahead starts to back up for some reason. When behind a car, ride where the driver can see you in the rearview mirror. Riding in the center portion of the lane should put your image in the middle of the rearview mirror — where a driver is most likely to see you. Riding at the far side of a lane may permit a driver to see you in a sideview mirror. But remember that most drivers don’t look at their sideview mirrors nearly as often as they check the rearview mirror. If the traffic situation allows, the center portion of the lane is usually the best place for you to be seen by the 14 BEING FOLLOWED drivers ahead and to prevent lane sharing by others. Speeding up to lose someone following too closely only ends up with someone tailgating you at a higher speed. A better way to handle tailgaters is to get them in front of you. When someone is following too closely, change lanes and let them pass. If you can’t do this, slow down and open up extra space ahead of you to allow room for both you and the tailgater to stop. This will also encourage them to pass. If they don’t pass, you will have given yourself and the tailgater more time and space to react in case an emergency does develop ahead. Passing and being passed by another vehicle is not much different than with a car. However, visibility is more critical. Be sure other drivers see you, and that you see potential hazards. BEING FOLLOWED PASSING AND BEING PASSED PASSING 1. Ride in the left portion of the lane at a safe following distance to increase your line of sight and make you more visible. Signal and check for oncoming traffic. Use your mirrors and turn your head to look for traffic behind. 2. When safe, move into the left lane and accelerate. Select a lane position that doesn’t crowd the car you are passing and provides space to avoid hazards in your lane. 3. Ride through the blind spot as quickly as possible. 4. Signal again, and complete mirror and headchecks before returning to your original lane and then cancel the signal. Remember, passes must be completed within posted speed limits, and only where permitted. Know your signs and road markings! stay in the center portion of your lane. Riding any closer to them could put you in a hazardous situation. Avoid being hit by:   The other vehicle — A slight mistake by you or the passing driver could cause a sideswipe.   Extended mirrors — Some drivers forget that their mirrors hang out farther than their fenders. Objects thrown from windows — Even if the driver knows you’re there, a passenger may not see you and might toss something on you or the road ahead of you.   Blasts of wind from larger vehicles — They can affect your control. You have more room for error if you are in the middle portion when hit by this blast than if you are on either side of the lane. PASSING BEING PASSED When you are being passed from behind or by an oncoming vehicle, PASSING BEING PASSED Do not move into the portion of the lane farthest from the passing vehicle. It might invite the other driver to cut back into your lane too early. BEING PASSED 15 LANE SHARING Cars and motorcycles need a full lane to operate safely. Lane sharing is usually prohibited. Riding between rows of stopped or moving cars in the same lane can leave you vulnerable to the unexpected. A hand could come out of a window; a door could open; a car could turn suddenly. Discourage lane sharing by others. Keep a centerportion position whenever drivers might be tempted to squeeze by you. Drivers are most tempted to do this:   In heavy, bumper-to-bumper traffic.   When they want to pass you.   When you are preparing to turn at an intersection.   When you are moving into an exit lane or leaving a highway. Drivers on an entrance ramp may not see you on the highway. Give them plenty of room. Change to MERGING LANE SHARING another lane if one is open. If there is no room for a lane change, adjust speed to open up space for the merging driver. Do not ride next to cars or trucks in other lanes if you do not have to. You might be in the blind spot of a car in the next lane, which could switch into your lane without warning. Cars in the next lane also block your escape if you come upon danger in your own lane. Speed up or drop back to find a place clear of traffic on both sides. BLIND SPOTS CARS ALONGSIDE MERGING CARS 4 Usually, a good way to handle tailgaters is to: A. Change lanes and let them pass. B. The black community was forced to suffer through acts of violence and hate due to the belief that race accounts for differences in human character. Restaurants, bus stops, and companies throughout the southern United States of America practiced total seclusion of races. The whites looked at the segregation as a way of life, while the blacks felt the need for a dramatic change. The black community demanded equality and respect by organizing black segregation movements which halted the suffrage. Black segregation movements imposed a positive impact on the world through bus boycotts, â€Å"sit-ins†, marches, and civil rights groups, which ended discrimination problems in the United States. To begin, blacks had to overcome difficult challenges to be rid the beliefs behind racism. The white community in the south had the idea that blacks were inferior and uneducated, which caused racism in every public place. The blacks were unable to vote or take any political position in America. Also, black men were forced to step aside to let a white man and were prohibited to look at a white woman. If a white child played with a black child, the parents would whip him until he understood that blacks were not good people. The country made education for blacks difficult to obtain by keeping schools open for only 3 hours daily during crop times. Black segregation was a way of life that people accepted as a normal occurrence. The black children believed that whites were better and often wished they were born into white families. Both children and adults were often offensively referred to as â€Å"niggers† or â€Å"colored.† Thus, black life was extremely difficult in times of segregation. The most integrated public place provided an excellent start to end segregation towards the black community. The southern buses were completely segregated, yet the most popular place to find a combination of both blacks and whites. The blacks paid the same amount of money as a white at the front of the bus, but were ordered to get off and re-enter through the back. At the front of the bus, seats were reserved for whites, while the blacks were forced to move to the back. If the bus was full, and no seats remained for a white person, a black was ordered to get up from his seat and walk to his destination. The blacks became frustrated by the acts of hate, and realized the need for change. On December 1, 1955, an elderly black woman named Rosa Parks refused to give up her seat to a white man. Parks was arrested, yet left a lasting impression on the United States. To show the country the hate needed to stop, the black people organized several bus boycotts. Before the boycotts, forty thous and black people rode the buses, while only twelve thousand whites were found on the popular way of transportation. As the bus incomes began to plummet, the country realized an agreement was necessary. The politicians offered a first-come-first-serve policy, and the blacks accepted. The bus boycotts were important to the end of segregation because the whites began to realize that the black people were a part of the community, and they help the country to grow. The boycotts also shook up the whites, and led them to believe that the blacks were educated and able to come up with intelligent ideas. Also, these boycotts helped the blacks to feel that they could end segregation if they put their mind to it. The people began to realize that segregation only happened if they allowed it to. Therefore, bus boycotts helped stop segregation in the Southern United States. Next, to end segregation, four college students began to â€Å"sit-in† at college counters, despite the â€Å"whites only† signs. Franklin McCain, Joseph McNeil, Ezell Blair, and Davis Richmond became furious when they were constantly told they were not allowed to sit at a popular food counter. The four students decided they would participate in the local scene, just like any white could do. The undergraduates â€Å"sat-in† at the counter, even when ordered to leave. However, the men did not move, for they were tired of being mistreated. The students were arrested, but later freed. The community was shocked at the bravery of the men, and began to take after them. Soon, many blacks, and few whites who joined them, were sitting at the â€Å"white only† counters. In the attempt to end the discrimination, the blacks had to suffer through terrible conditions. The whites poured food and itching powder on their heads, shouted hurtful words at the blacks, and shov ed them out of the food joints. However, the difficult times of pain and sadness brought times of joy and relief to the black community. The blacks performed a cycle where they â€Å"sat-in†, went to jail, got out, sat again, marched, picketed, went to jail, and got out. The endless cycle proved that they could not be stopped, and that the segregation could be ended. The â€Å"sit-ins† gave other black people the strength to protest that they did not have before because they realized it was beginning to become effective. The â€Å"sit-ins† also showed the white community that they can not stop the blacks from trying to protest against the hate. As a result, discrimination was beginning to be defeated. In order to demolish segregation, the black community organized several marches to show the world that discrimination needed to end immediately. Adults asked children to march in order to show the world that the offspring were suffering too. The children marched from the church in Birmingham, signing songs about freedom to support their parents who were attempting to end the hate. Police halted them, putting 959 children into the jails. The children were released, and attempted to march the following day. However, while marching, firemen sprayed the young black children with 100 pounds of pressure per square inch. The hoses slammed the young crowd into parked cars, buildings, and sidewalk curbs. Also, Selma became the center for a major civil protest and focus of national attention. The black community organized a march to Selma, where they could register to vote. They organized â€Å"Freedom Day† in Selma, where two hundred and fifty blacks waited outside of the County Courth ouse with signs at eleven o’clock in the morning. The local officials took the signs away from the protestors and snapped photographs of each black, hoping the photos would result in job losses. The marches helped aid to the end of the hate. The several marches allowed the entire community to participate in the act to end segregation. Also, the marches led the community to register to vote, which gave the blacks more freedom then ever. Hence, as the black community organized marches, segregation began to deteriorate. The black community created civil rights groups in order to organize black segregation movements. For example, the SNCC was one group that worked to better the community. The group walked with high school and college students, visited churches, met with the young and the old, and looked for national leaders. Also, the popular group promised to better the community by getting black neighborhood streets paved, trashed picked up, and the group forced the government to give more money to schools in order to better education. The groups often tested new laws to make sure that they were truly being enforced to enable equality between the races. Another popular group that fought segregation was the NAACP. The assembly forced improvements in black schools by fighting for more money and better conditions. Also, the group realized that the white teachers had fewer students to teach yet made a better income than the black teachers. The organization ordered that black and white teachers must be hired for their skills instead of the color of their skin. Both civil rights groups imposed a positive effect on the strive towards freedom. The groups were often in charge of organizing black segregation movements such as bus boycotts, marches, and â€Å"sit-ins.† Also, the groups bettered education for the black children by requesting more money for black schools. Lastly, both groups promoted better job availability for blacks, and less violence in the communities. Therefore, black segregation was ended with the help important civil rights groups. In conclusion, black segregation movements portrayed a positive image of the black community in the world. He supported free trade and, under his leadership, his governments passed many significant reforms, which abolished privilege and moved Britain towards a meritocracy. He did not, however, always represent the views of his Liberal supporters. As a High Churchman and a supporter of the right of the aristocracy to govern, Gladstone led a party where many opposed the privileged position of both the Church of England and the aristocracy. It did not help that inside parliament, a rift grew between Whigs and Radicals, which led to the split of 1886. Outside parliament, the Party comprised a wide variety of competing groups, each in pursuit of its own political aims. Historians such as D. A Hamer in Liberal Politics in the Age of Gladstone and Rosebery (1974) and Martin Pugh in The Making of Modern British Politics (1982) have referred to the faddism within the Liberal Party in that the Party was susceptible to splits. Even before Gladstone had become Liberal leader, the Party split over the issue of parliamentary reform when Robert Lowe led the Adullamite faction against Gladstones electoral bill in 1866. From 1873 to 1886, the Liberal party was affected by division within its ranks. Eventually the party did split, over the issue of Irish Home Rule, into two factions: the Gladstonian Liberals and the Liberal Unionists. Gladstones main rival was Joseph Chamberlain, he had a radically different view of which policies the Liberal Party should follow. The disunity within the party and the split of 1886 had much to do with the issue of Irish Home Rule as well as the rivalry between Gladstone and Chamberlain. The Liberal party was often made up of many different often competing factions as well as holding Gladstones own political views. His own political views were sometimes in tune with the views of the majority of Liberal supporters but, at other times, were at odds with them. A central key to understanding Gladstones views is to realise that he was a deeply religious man who believed that his involvement in politics was related directly to his religious beliefs. Much of his stature as a politician was based on his ability to think of political problems as moral issues. His opposition to the Bulgarian Horrors, his opposition to Beaconsfieldism in 1879-80 and his campaigns on Irish issues all seemed like religious crusades. In practical terms Gladstone was a firm supporter of free trade for the whole of his life political life. Alongside this was his dislike of government interference in the lives of its citizens. As a result, Gladstone supported retrenchment thereby lowering taxation. This was combined with a constant drive to improve the efficiency of government and other national institutions. The basis of Gladstones view of the minimalist state was the importance of the individual. Gladstone did not see society as a set of competing economic classes, but rather of individuals where each should have the opportunity to fulfil their potential. As he stated, I will always back the masses against the classes. This did not mean he that he was a democrat or even by the norms of the time, a social conservative. In 1878 he said I am an out-and-out inequalitarian. He believed in rule by those individuals in society who had a tradition of service to the state and possessed sufficient wealth to be above the charge of possible corruption. He was therefore a supporter of the traditional roles of monarchy and aristocracy. Gladstone became Prime Minister in December 1868, his first cabinet reflected the diverse composition of the Liberal Party. It contained three former Peelites (Gladstone, Cardwell and De Grey), with three Liberals (Childers, Goschen and Bruce) and two Radicals (Lowe and Bright. ) However the largest group were the Whigs who held seven posts including Foreign Secretary. The main principles of Gladstonian Liberalism were clearly present in the reforms passed. Support for free trade, administrative efficiency in government, retrenchment and individual self-expression are all apparent in many of the reforms. Many contemporaries saw the ministry as one that was engaged in an attack on privilege to create a meritocracy. However, many of his reforms were aimed at satisfying the political demands of pressure groups associated with the Liberal party such as Educational reform (National Education League) and trade union reform (New Model Unions). With regard to Irish reform Gladstone used the slogan Justice for Ireland as his major rallying cry during the 1868 general election to unify the disparate elements of the Liberal party. The disestablishment of the Church of Ireland Act in 1869 did possess major features to please Liberal supporters. The Liberation Society, which wished to disestablish the Church of England, saw Irish disestablishment as a first step towards their ultimate goal. Liberals, in general, also saw the act as removing an obvious Irish grievance. However, many Whigs viewed this attack on the Irish Establishment with deep suspicion and the later Irish Land Act was seen as a an attack on the rights of property and helped push them towards the Conservative Party. The reforms in the Army contained many of the principles underpinning Gladstonian Liberalism: the improvement of efficiency, an attack on privilege and the enhancement of individual self-expression. In an attack on privilege, the most controversial aspect of army reforms was the abolition of the purchase of commissions. In future, promotion within the officer class was to be based on merit only. This was met by fierce opposition in the House of Lords that it was introduced by Royal Warrant and not act of parliament in July 1871. Another area of controversy was the decision to withdraw British troops from the self-governing colonies, in particular Canada and New Zealand. Gladstone believed these colonies would only be truly self-governing if they looked after their own defence. This decision created opposition in Canada, who feared a US invasion. Disraeli, the Conservative leader, even went so far as to claim that this proposal was part of a Gladstonian plot to dismember the Empire. As a politician who had been involved in the formative stages of the Liberal Party, Gladstone possessed considerable support within the party. In addition, to the middle class supporters of liberalism within the electorate Gladstones name was directly linked to the achievement of free trade and the economic boom with which it was associated. From the mid 1860s he also became associated with the extension of the right to vote to skilled workers. Gladstone did realise, perhaps more than any other politician, the diverse nature of the Liberal party and its capacity to split into competing groups. Between 1859 and 1895 each Liberal Administration had fallen from power because of internal divisions. To hold the different aspects of the Liberal Party together, Gladstone believed that a single issue, which contained clearly Liberal principles, should be used to force unity on the party at election times. In 1868, Gladstone used the rallying cry of Justice for Ireland, in 1874, Abolition of Income Tax, in 1880 Anti-Beaconsfield (opposition to Conservative foreign policy) and in 1886 and 1892 Irish Home Rule. It is true that Gladstone did lead the party to stunning victories in 1868 and 1880. Yet in 1886 his decision to support Irish Home Rule did split the party in two, thus even though Gladstone did try to unite the Party, inevitably he did end up dividing it. Unity was never restored, after 1895 the Conservatives and Liberal Unionists merged to become the Unionist Party. However, historians such as A. B Cooke and J. Vincent in The Governing Passion (1974) see the split on Home Rule as part of a deliberate act by Gladstone to reassert his control over the Liberal Party. By getting rid of Chamberlain, Gladstone was able to regain some amount of control. In his biography of Gladstone (1995), H Matthew stated that It is not difficult to see the latter part of Gladstones public life as a failure: religion on the wane, the free order giving way to militarism and protectionism, Britain bloated by imperial expansions, Home Rule unachieved, the Liberal Party divided. This is quite a harsh assessment of Gladstones career after 1868, during his time in power; instead he led governments, which destroyed the Anglican/landowning monopoly of political power. He passed a large number of reforms, which attacked privilege and helped establish a meritocracy. His cabinets were the first to contain nonconformists and in 1883 to 1886 he passed electoral reform which moved Britain closer towards manhood suffrage. However, Matthews claim that Gladstone divided the Liberal party does have some truth in it. Yet, as T. A Jenkins suggests in Gladstone, Whiggism and the Liberal Party (1988) Gladstones leadership may have split the Party in 1886 but it was also a major factor in holding the diverse elements of Liberalism together in the years 1868 to 1880. Gladstone deliberately balanced Whiggism and Radicalism, as shown in his choice of cabinet ministers in 1880. It could even be stated that without Gladstone the Liberal Party would not have stayed united for so long. Gladstone made quite an impact on the Liberal Party as E. J Feuchtwanger wrote in 1975 Gladstone was a towering figure in the Victorian age. The shape and the content of politics would have been quite different without him. Towards the end of his long public life there was a sense in which he had outlived himself, but the values he championed with such fervour have perennial validity. Therefore, it can be seen that although Gladstone did divide the Liberal party with the issue of Irish Home Rule, it was not his intention to do this. This is because he tried to unite the Liberal party with a common cause such as abolishing income tax. He led the Party to victories in 1868 and 1880 which show that he was successful in keeping the Liberals together. It is more to do with the diverse nature of the Liberal Party and the competing groups within it that caused the division. The policy of Irish Home Rule thus can be seen of as a turning point which caused the divide and not Gladstone himself. It must be stressed that although he did divide the Liberals, it would have been inevitable that the Liberal Party would have eventually split if Gladstone was in office or not.

In this method, each word is compared with the noun phrases and the binary value either zero or one will be generated which indicates the match or mismatch of the name. Intelligence agencies and university of Arizona collaborated COPLINK project and applied crime data mining in two-dimensions as crime types and security concerns to analyses crime and criminals and face challenges of law-enforcement problems of massive data bases from police narrative records [9]. During the time of investigation, comparison is needed to find the differences between real entities and deceptive entities. Section II discusses some researches and applications on crime data analysis. Section III defines the role of data preprocessing in crime data mining. Section IV presents various clustering methods on crime domain and Section V discusses the conclusion and future work. II Related work Recent developments in crime control applications aim at adopting data mining techniques to aid the process of crime investigation. One of the earlier projects COPLINK, was teamed with Artificial Intelligence Lab of Arizona University, the police departments of Tuscon , Phonix solving crime and criminal network analysis [8]. Brown et al. proposed a framework for regional crime analysis (ReCAP), which was built to provide crime analysis with both data fusion and data mining techniques[2]. Data mining steps involved in crime investigations are: collection of crime data from multiple data sources such as police narrative records, criminal background information which consists of previous investigation files and police arrest records are used to diagnose whether a suspect was involved in any earlier cases. Using crime data mining techniques, most required information has been extracted from the vast crime databases which are maintained by NCRB (National Crime Record Bureau) for locating à ¢Ã¢â€š ¬Ã…“crime hot-spotsà ¢Ã¢â€š ¬Ã‚ . This helps the law enforcers to predict the crimes and to prevent in the near-future. Nath et al. has proposed k-means clustering technique with some enhancements to aid the process of identification of crime patterns. Semi-supervised learning technique for knowledge discovery has also been further developed which helps to increase the predictive accuracy [6]. J.S. de Bruin, K.Cocx and Kosters et al. have applied clustering techniques for the analysis of crimes and criminal carriers based on four salient factors such as crime nature, frequency, duration and severity of crime[3]. Binary (BCS) and transformed (TCS) categorical methods are similarity based methods used to find the similarity of corresponding attributes between real and deceptive entities from the crime records[13]. Ozgul et al. recently suggested a crime prediction model on crime details like location, date of the incident and mode-of-operandi of events against terrorists which have not been solved[20]. An enhanced Ak-mode algorithm called a weighted clustering algorithm which consists of two-phases to extract similar case subsets from large number of crime datasets[16]. III. Role of data preprocessing in crime data mining Data preprocessing techniques are mainly used for producing high-quality mining results. Raw data are being preprocessed before mining because data are in different format, collected from various sources and stored in the data base and data warehouses. Major steps involved in crime data mining are data cleaning, data integration, data transformation and data reduction. Data Cleaning Fill in missing crime data value. In the data cleaning step, missing values are filled, noisy data are smoothened ,outliers data are removed and inconsistent data are resolved. Data integration step undergoes merging of crime data. Data normalization and attribution construction are done in the data transformation for standardizing data. When standardization of crime data, the data range falls under 0.0 to 1.0. Attribute subsets are selected from crime dataset and dimensionality has reduced. After preprocessing, finally standard data underwent the process of mining and hence better results are obtained. IV. Application of clustering methods in Crime The Clustering methods play an important role on crime applications. Some of the clustering techniques highlighted are k-means clustering, Ak-mode algorithm and other similarity methods. After preprocessing, the operational crime data are undergoing the clustering techniques for grouping the nature of crimes as different clusters. In this process, lots of unsolved crimes are also grouped together. The next step of clustering is to identify the significant or decisive attribute. This may from case to case.ie. one of the cases may need the age group of victim as decisive attribute and it is very important in a murder cases. The k-means clustering is one of the basic partition clustering techniques. The objects of similar crime cases are grouped together and are very dissimilar when compare to other groups. This algorithm mainly used to partition the clusters based on their means. Initially number of crime cases are grouped and specified as k clusters. The mean value is calculated as the mean distance between the objects. Then number of iteration are done until the convergence occur. The iterative process of weighing attributes and crime types, future crime patterns can be detected by the detectives or analysts. Unsolved crimes are clustered based on decisive attribute and the results are given to the investigators to proceed the case further. This k-mean is applicable only for numerical attributes and it is not applicable to categorical attributes. Ak- mode clustering technique is used for categorical attributes. In this technique there are two steps such as attribute weighting phase and clustering phase. Weights of the attributes are computed using Information Gain Ratio (IGR) value for each attribute. The greatest value of weight is taken as decisive attribute. The distance between two categorical attributes are computed by finding the differences between two cases give the similarity measures. The analyst has set the threshold value ÃŽÂ ± with the help of the computation result of similarity measures. Finally binary and transformed categorical similarity methods are discussed for finding similarity measures. In the data bases, attribute values are either numerical or categorical i.e. either quantitative or qualitative. In the quantitative (numerical), the difference between two attributes are calculated as the direct difference between those two values of attributes. In the case of qualitative(categorical), the difference between two attributes are calculated as binary values as 0 or 1. If there is a match than attribute value will be 1 or 0 if it is not. This method is named as binary categorical method (BCS). In the transformed categorical similarly (TCS) method, the similarity table has created for all the attributes and the differences between those attributes value will be calculated. This difference gives the similarity measures. Hence various clustering techniques are used to identify the crime patterns which helps the crime analysts to proceed the cases further. V. Conclusion and future work Crime data were under various data preparing steps i.e cleaned the data, resolved inconsistent data and outliers are removed. Grouping crime data objects of clustering was needed to identify crime patterns which support crime analysts and law-enforcers to proceed the case in the investigation and help solving unsolved crimes faster. Similarity measures is an important factor which helps to find unsolved crimes in crime pattern. K-means, Ak-mode and other similarity methods such as binary categorical and transformed categorical methods were used to find the similarity measures of attributes which are very much needed to the crime analysts and police enforcers to solve unsolved crimes. In future, some of the enhancements should be done in the existing algorithms to get an accurate results. There should be some improvement in finding similar case subsets that will be a good direction for solving crimes easily. Finally, challenge of setting threshold value without crime analyst may be an important task in future.
